Eel River dying while Russian River drowns

There’s too much water in the Russian River, and not enough in the Eel. Yet Eel River water continues to be diverted to the Russian.

Friends of the Eel River (FOER) is petitioning the State Water Board to help both rivers, and Humboldt County may get involved after comments at Tuesday’s Board of Supervisors meeting.

Fisheries biologist Pat Higgins said dams need to be removed, and “the time for action is now.”

“We can’t wait for FERC,” Higgins said, referring to the Federal Energy Regulatory Commission.  “We’ve been FERCing around with them for too long.”

The county may get involved in the FOER’s effort, according to Supervisor Jimmy Smith.  He said he will bring more information to the Board in a future meeting when the topic can be put on the agenda.  The Board was prevented from taking action Tuesday because the issue was raised during the public comment portion of the meeting.

Supervisor Clif Clendenen called for the return of historic flows to the Eel during his 2008 campaign.

Congressman Mike Thompson told KMUD in 2008 that Eel River water wouldn’t be returned “any time soon.”  Perhaps he’ll find some enthusiasm in light of recent bad news for both rivers.

There were over 500,000 salmon in the Eel River Basin before the operation of PG&E’s PVP hydroelectric operations. Last year’s count came in at fewer than 500. And on the Russian River, the threat to endangered salmon and steelhead is equally dire. During the peak spawning months, the diversion of Eel River water into the Russian River creates flows that have been too high for fish in critical reaches of the Russian River; flows which must be reduced by a mandate of NMFS’ Russian River Biological Opinion 2008.
