Humboldt County Sheriff, Gary Philp stated that Mike Downey has faithfully and unselfishly served the citizens of Humboldt County for the past 24 years as a Deputy Sheriff. From Philp’s personal experience, he knows thatDowney is the only candidate who has the necessary experience needed to lead this outstanding law enforcement agency forward during difficult times. Additionally, Philp believes that Downey is firmly committed to the continuing focus of providing the most effective and efficient law enforcement services possible to the citizens of Humboldt County and making our communities safer.
In giving his endorsement, Tom Allman, Mendocino County Sheriff – Coroner said that he has known Mike Downey for over 20 years and respects his leadership qualities. Allman noted that the next several years will present unique challenges to all rural Sheriff’s and that he believes Downey has the determination and stamina to maintain the high level of professionalism that Sheriff Philp has delivered. Consistent leadership is what he has seen from Downey and consistent leadership is what he believes Downey will deliver.
Additionally, Dean Wilson, Del Norte County Sheriff-Coroner endorses Mike Downey for Humboldt County Sheriff. Wilson stated that as the Sheriff of Del Norte County, he knows what qualities it takes to be Sheriff. For the past three years, Mike Downey has served as Humboldt County’s Undersheriff which provides him an unparallel understanding of the Sheriff’s Office. It has also afforded Downey the time it takes to hone the skills necessary to lead them Humboldt County Sheriff’s Office. Undersheriff Mike Downey told KMUD listeners Wednesday that the number one question posed to him on the campaign trail revolves around Carrying a Concealed Weapon (CCW) permits.
The union representing the correctional officers of the Humboldt County jail has endorsed Mike Downey in his bid to become the next Humboldt County sheriff.
The Campaign to Elect Mike Downey for Humboldt County Sheriff announced today the endorsement of the Humboldt County Correctional Peace Officers Association (HCCPOA).
“The members of HCCPOA met with both candidates to ask questions and determine who we would endorse for our next Sheriff of Humboldt County. The members of HCCPOA voted and it is a clear majority of our members feel Mike Downey is the best qualified and obvious choice to be our next Sheriff”, stated Terri Bittner, President of HCCPOA.
Mike Downey is the Undersheriff for Humboldt County. He is the second in command with executive administrative authority over six divisions of the Sheriff’s Office. Downey has worked in the Sheriff’s Department for 24 years, serving in nearly every division of the office and in every geographical area of the county.

Humboldt County Sheriff candidate Mike Hislop wants to know who’s been running the department.
Hislop says his opponent, Undersheriff Mike Downey, is “leading people to believe that the Undersheriff actually runs the Humboldt County Sheriff’s Office and not the Sheriff.”
Hislop says he’ll do the job himself if elected.
It’s not clear from Hislop’s site what Downey is saying to lead voters astray.
Downey’s website says he has “executive authority over each of the six divisions” of the department. Maybe that’s the offending statement.
A 2006 press release from Sheriff Gary Philp announcing the promotion of Downey to Undersheriff explained the duties of that office:
Undersheriff Downey will assume second-in-command duties of the Sheriff’s Office, including overseeing all bureaus, division, and units within the agency.
Downey has endorsements by many county bigwigs, including Sheriff Philp who is set to retire after his current term expires. But Hislop bumper stickers are on full display near 7th and Broadway.
