Three years and $65 million after it began, a construction project aimed at bypassing the perennial rock slides on Highway 101 at Confusion Hill in northern Mendocino County is nearing completion. The bypass should be open to two-way traffic by the end of August, said Caltrans spokesman Phil Frisbie.
